Recommendation on Trade and Transport Facilitation Monitoring Mechanisms (TTFMM)

 

 

Project Purpose

The purpose of the project is to develop a recommendation and guidelines for designing and implementing a Trade and Transport Facilitation Monitoring Mechanism (TTFMM) to support decision making, harmonize efforts in data collection and promote homogeneity for assessing and monitoring the effectiveness of policies and action plans to facilitate trade. Also, TTFMM will serve as a basis for designing strategies, identifying strengths and weakness and enhancing policies.

Project Scope

Recommendation 4 suggests that governments establish national trade facilitation bodies (NTFB) for trade facilitation policy formulation and collaboration. It is later complemented by Recommendation 40 which provides approaches and best practices on trade and government consultation for trade facilitation matters. Among other, Recommendations 18, 33, 34 and 35 offer guidelines on several trade facilitation implementation measures. However, sustainable trade facilitation monitoring mechanism has not been fully addressed by the existing recommendations. The new recommendation would cover institutional mechanism and guidelines on monitoring trade and transport facilitation. This recommendation would address the need for establishing the capability of sustainable trade and transport facilitation monitoring mechanism at the national level.

b)	Guidelines on Trade and Transport Monitoring Mechanism

Exit Criteria

The exit criteria that will indicate the deliverable has been completed, are specified as below.
a)	Recommendation on Trade and Transport Monitoring Mechanism
        - Internal and external review logs showing how comments have been addressed.
        - Final draft of text ready for publication.
b)	Guidelines on Trade and Transport Monitoring Mechanism
        - Internal and external review logs showing how comments have been addressed.
        - Final draft of text ready for publication.

Project Team Membership and Required Functional Expertise

Membership is open to experts with broad knowledge in the area of trade facilitation, logistics, trade & transport documents and advanced techniques in statistics. In addition, Heads of Delegations may invite technical experts from their constituency to participate in the work. Experts are expected to contribute to the work based solely on their expertise and to comply with the UN/CEFACT Code of Conduct and Ethics and the policy on Intellectual Property Rights.
