Code definition (*):    An invoice issued by a party who is out of the scope of tax regulations and shall not collect tax on the invoice. The invoice should not contain tax details or information about the party tax registrations.

Need/justification (*) :    In the tax legislation of Japan as well as the European Union, Singapore, Australia, and New Zealand there are criteria that define what parties are required to register for tax, such as GST or VAT, and to apply that tax and related details in their invoices. Parties who do not fall within the scope of the legislations and thus do not register for the tax may not collect the tax in their invoices and shall not provide tax registration details. When these invoices are received the receiver books them as non-tax invoices and processes them accordingly.
