Project Purpose

Of critical importance to the future of civil aviation and to the international community at large are the measures taken by ICAO to prevent and suppress all acts of unlawful interference against civil aviation throughout the world. Standards and Recommended Practices (SARPs) for international aviation security were first adopted by the ICAO Council in March 1974, and designated as Annex 17 to the Chicago Convention.

The Consignment Security Declaration (CSD) is a printed form in a standard format which provides security information relating to consignments of air cargo as they move along the supply chain. It enables entities handling the cargo to ensure that the proper level of security is maintained or applied and provides an auditable trail for regulators

Project Scope

This declaration has been identified as a variant of the air waybill (Master/Direct) currently being developed within the UN/CEFACT Transport Modal project.

 This project will develop a UN/CEFACT e-business standard based on the Annex 17 to the Chicago Convention (this will be an “equivalent to BRS”).

 This project will add these requirements into the air waybill standard being developed within UN/CEFACT under the Transport Modal project so that the information could be submitted in conjunction with this document.

Project Team membership and required functional expertise

Membership is open to UN/CEFACT experts with broad knowledge in the area of:

  • Air transport procedures, UN/CEFACT RDMs.

In addition, Heads of Delegations may invite technical experts from their constituency to participate in the work.

Experts are expected to contribute to the work based solely on their expertise and to comply with the UN/CEFACT Code of Conduct and Ethics and the policy on Intellectual Property Rights.

Resource requirements
