This project will significantly contribute to the United Nations Sustainable Development Goals (SDGs) by enhancing the efficiency and connectivity of global transport systems. Specifically, it aligns with SDG 9 (Industry, Innovation, and Infrastructure) by improving infrastructure and promoting sustainable industrialization through the optimization of transshipment processes. By streamlining cargo movement and reducing operational inefficiencies, the project supports SDG 12 (Responsible Consumption and Production) by minimizing waste and resource use. Additionally, it contributes to SDG 8 (Decent Work and Economic Growth) by fostering regional development and creating employment opportunities through improved logistics and supply chain operations.   

The project purpose is to enhance the efficiency transshipment processes within the maritime transport industry. By developing a comprehensive white paper, we aim to address the complexities of current transshipment practices and propose innovative processes for improving connectivity among feeder services, carriers, and terminals. This project seeks to streamline cargo movements, optimize vessel utilization, and foster better collaboration among stakeholders, ultimately contributing to more reliable and cost-effective global supply chains.  

The project scope encompasses a comprehensive analysis and enhancement of transshipment processes within the maritime transport industry. It focuses on defining and addressing key concepts such as Unique Connection ID (UCID), stable connections, and vessel schedules. The scope includes evaluating current transshipment practices, identifying inefficiencies, and proposing strategies for improvement. It aims to foster better integration and collaboration among stakeholders—feeder services, carriers, and terminals—by recommending innovative processes and data exchange to optimize connectivity, streamline operations, and enhance overall supply chain efficiency.

A.	White Paper

The project will significantly enhance efficiency and reliability in transshipment processes by implementing a Unique Connection ID (UCID) and defining stable connections, leading to reduced delays, optimized vessel utilization, and smoother cargo transfers. Improved coordination among stakeholders will foster better communication and scheduling, increasing supply chain visibility and resilience. This will result in cost savings, reduced environmental impact through optimized operations, and stimulated regional economic growth. Additionally, the project will drive industry standardization and innovation, setting new benchmarks for future logistics practices. 

Membership is open to UN/CEFACT experts with broad knowledge in the area of: logistics and supply chain management, maritime and transport operations, data management, regulatory and compliance knowledge. 
In addition, Heads of Delegations may invite technical experts from their constituency to participate in the work.
Experts are expected to contribute to the work based solely on their expertise and to comply with the UN/CEFACT Code of Conduct and Ethics and the policy on Intellectual Property Rights.

This project is crucial for sustainable and digital trade facilitation in developing and transition economies by enhancing the efficiency and reliability of transshipment processes, which can lower costs and improve access to global markets. By standardizing connections and improving cargo tracking, it supports more sustainable transportation practices and reduces logistical inefficiencies. For vulnerable groups, such as MSMEs and women-led businesses, the project provides enhanced market access and streamlined operations, enabling these enterprises to compete more effectively in global trade. Improved logistics can also drive economic growth in local communities, fostering inclusive development and reducing barriers for small and emerging businesses.

The following contributions are submitted as part of this proposal. It is understood that these contributions are only for consideration by the Project Team and that other participants may submit additional contributions in order to ensure that as much information as possible is obtained from those with expertise and a  material interest in the project. It is also understood that the Project Team may choose to adopt one or more of these contributions “as is”.

Participants in the project shall provide resources for their own participation. The existence and functioning of the project shall not require any additional resources from the UNECE secretariat.
